He sprung up into popularity with his book of poems Chilcas in 1926; in 1927 he released Esquinita de mi barrio, vignettes in prose; in 1928 La literatura a vuelo de pájaro and La tragedia de un hombre moderno, novel; in 1929 he published , poems and, later, the novel Máquinas. He also published the comedy El muchacho que sacó patente de hombre.

He directed the short-lived literary magazine Vanguardia in Montevideo.

Despite he had been a revolutionary poet, he was attracted by tango and wrote “Gotas de veneno” which with music by Alberto Tavarozzi was recorded by Carlos Gardel whom he already knew.

In his Esquina de barrio there are three poems dedicated to tango, those entitled “Orquesta Típica Criolla (Cuatro hombres que desparraman por medio de sonidos el alma del suburbio)”; “El bandoneón (Es un hombre que se encoge de dolor y se estira de placer)” and “El Tango (Es el cocktail de nuestra vida americana)”.

Welker was born in Montevideo on November 16, 1900 and there he died on May 6, 1946.
